09/03/13 – James Nawara of Knox told police that someone had stolen his 16-foot jon boat.

09/03/13 – A resident of the 300 block of South 500 East in Knox told police that he had found a meth lab in his girlfriend’s garage.

09/04/13 – A resident of the 1700 block of South 550 East in Knox told police that her deceased brother’s truck had been stolen.

09/04/13 – A burglary was reported at a shed in the 3100 block of South 750 East in Knox.

09/04/13 – A trash bin was reportedly hit and damaged in the 2000 block of East 200 South in Knox.

09/05/13 – Randy Mareska told police that someone had tampered with the ignition on his truck.

09/05/13 – A theft was reported in the 7100 block of North 900 East in Walkerton.

09/05/13 – A theft was reported in the 3400 block of South 200 East in Knox.

09/06/13 – A resident of the 4200 block of North 700 East in Grovertown told police he had found a wallet in the road.

09/06/13 – An elderly resident of the 1400 block of East 250 South in Knox reported her song had battered her.

09/07/13 – A resident of the 100 North block of North Judson reported a theft.

09/08/13 – A resident of the 11000 block of Ostego Lane in Walkerton told police that someone had paintballed the outside of her home.

Arrests:

09/02/13 – Xingyu You, 23 of Columbus, was arrested on charges of Resisting Law Enforcement and Reckless Driving.

09/07/13 – Marvin R. Miller, 25 of San Pierre, was arrested on charges of Resisting Law Enforcement.

09/08/13 – Eurrat L. Saylor, 22, was arrested on charges of Resisting.


Two Arrested in Knox on Methamphetamine-Related Charges

Two people were arrested at a residence in Knox after police executed a search warrant and located several methamphetamine-related. On Friday, Sept. 13, officers from the Starke County Sheriff’s Department assisted the Starke County Probation Department in a compliance search at a residence in the 4000 block of East 150 North in Knox.

Officers located several items used to make methamphetamine as well as several items used to ingest the drug. A search warrant was then issued by Magistrate Jeanene Calabrese, which was executed and all items were removed by the Indiana State Police Clandestine Methamphetamine team.

Joseph and Melissa Dillard were arrested on preliminary charges of Possession of Chemical Reagents or Precursors and Maintaining a Common Nuisance.

Report of Shots Fired in North Judson Ends in Three Arrests for Battery

Three people were arrested in Knox following reports of shots fired in the area of Leyton Court in North Judson. Officers from the Starke County Sheriff’s Department and the North Judson Police Department responded to the area on Friday, Sept. 13, where they found a victim that stated she had been battered and tazed and the suspect had also stolen her purse.

Police soon located the suspects, taking them into custody at a residence on Holiday Street in North Judson. Randy Bishop, Marie Kendall, and Caleb Neely were arrested on a variety of charges including Battery.

Bishop faces charges of Battery with a Deadly Weapon and Criminal Mischief; Kendall faces charges of Battery with a Deadly Weapon and Receiving Stolen Property; and Neely was arrested on charges of Battery, Theft and Receiving Stolen Property.

Four People Arrested on Methamphetamine-Related Charges in North Judson

Four people were arrested Tuesday after officers from the Starke County Sheriff’s Department served an arrest warrant on a resident in the 8000 South block of 100 West in the North Judson area.

Officers located the wanted suspect, Michael Mann, in the home along with three other people inside the residence. The officers also reportedly observed several items used in the manufacture of methamphetamine.

A search warrant was granted and executed where officers allegedly found meth, a one pot methamphetamine lab, an HCL generator, precursors, marijuana and drug paraphernalia.

Michael Mann was arrested along with Sarah McDaniel, Amy Eberhart and Nathan Koske. They all have preliminary charges of Dealing Methamphetamine, Cultivating Marijuana, Possession of Precursors, Possession of Methamphetamine, Possession of Paraphernalia and Maintaining a Common Nuisance.

The Starke County Sheriff’s Department was assisted by the Indiana State Police Clandestine Team in this incident.

Incidents:
10/04/13 North Judson Police responded to a complaint of three loose dogs running in the area of Weninger and Wilson Streets. The dogs were returned to their owner and an North Judson ordinance citation was issued for not having dogs tags.

10/04/13 Police investigated a custody dispute in the 300 Block of Franklin Street.

10/04/13 North Judson Police were notified of a property damage accident on the curve near Main and Oakwood Streets. A male juvenile driver went around the curve heading north on Oakwood at a speed too fast for conditions and fishtailed, ultimately sliding off the roadway. No major damage was sustained. North Judson Police Chief Doug Vessely estimated damages at under $200 and gave the driver a verbal warning.

10/03/13 The North Judson-San Pierre High School requested the presence of police due to the activity of a student.

10/03/13 A protection order violation was reported to the North Judson Police Department in the 100 Block of Arlington Avenue. A complete report with charges was provided to the Starke County Prosecutor. Three additional reports were made after the original report. All were sent for review by the Starke County Prosecutor for invasion of privacy charges.

10/02/13 A report of several mailboxes being damaged on State Road 39 south of Leslie Street was made to the North Judson Police Department. Extra patrols were requested.

10/02/13 The Town of North Judson reported an iron grate missing.

10/03/13 Two trespassers in a white pickup with a trailer were on a property to pick up wood and the caller was unsure of permission status. The trespassers were asked to leave.

10/01/13 Local law enforcement were called to Aren’s Field to locate a suspicious person allegedly shining green lasers into the cockpit of a plane flying over the airfield. South Bend air traffic control made the report to dispatchers.

Officers Bust Underage Drinking Party in Knox, 16 Arrested

A report of an underage drinking party at a home on Tribue Drive in Knox early Sunday morning resulted in 16 arrests for illegal possession of alcohol. Deputies from the Starke County Sheriff’s Office and officers from the North Judson and Knox Police Departments responded just before 2 a.m. In addition to the arrests, a 15-year-old was taken home and released into the custody of his or her parents, according to a news release from the Starke County Sheriff’s Department.

Another Scam in Full Force in Starke County

The Starke County Sheriff’s Department has received calls from residents about another scam that has hit the area.

Sheriff Oscar Cowen said the scammer will tell you that a debit card that you have with First Farmers Bank is lost and you need to press numbers on your phone and give out personal information in order to remedy the situation.

Sheriff Cowen noted that many times the person receiving the call will not even have an account with First Farmers. He assured that this is a scam and not to give any untrusted source any personal information, including your debit card, credit card, Social Security Number, or banking information.

10/10/13 A resident in the 400 block of Main Street reported to police that he was battered by another male subject. A completed report will be turned over to the Starke County Prosecutor for review.

10/10/13 North Judson Police responded to the Dollar General/CVS Parking lot in reference to two females fighting. One of the females fled the scene because she thought she had a warrant and the other female did not want to press charges. The fight was over some clothing.

10/10/13 Police assisted Starke County Community Corrections deputies in the 5200 block of Holiday Street.

10/10/13 Police assisted Starke County Sheriff’s Department deputies in the 5400 block of County Road 250 W. on a battery complaint.

10/09/13 Officers received an anonymous tip of a wanted subject in a residence in the 400 block of Lincoln Avenue. North Judson Officer Frank McDaniel located the wanted female, Kayla Jo Belue, 23, and she was arrested on a Starke County warrant. Belue was transported to the Starke County Jail without incident.

10/08/13 North Judson Police Officer Frank Thomas performed a traffic stop on a vehicle at the intersection of Arlington Avenue and Oakwood Street. After a brief investigation, the driver, James Franklin Richie Jr., 40, was arrested on a Starke County Circuit Court Warrant. James Richie was transported to the Starke County Jail without incident.

10/07/13 North Judson Police responded to a property damage accident at the intersection of Main Street and Keller Avenue. Chief Deputy Joe Budner investigated the accident. A female driver on Keller Avenue stated she did not see the semi and trailer. She ran into the two rear outer tires of the trailer. Chief Deputy Budner estimated the damages at over $5,000.00.

Additional Charges of Child Molestation Filed Against Knox Man

Additional charges been lodged against a Knox man after an investigation into a charge of Sexual Misconduct with a Minor.

Indiana State Police detectives received information in August that 36-year-old Keith Thatcher of Knox reportedly engaged in a sexual misconduct incident with a 15-year-old in Michigan City. The incidents reportedly occurred since July 2012. Thatcher was arrested in September and charged with Sexual Misconduct with a Minor, a Class B felony and taken to the Starke County Jail. He was then extradited to LaPorte County.

Further investigation found that the victim’s family moved to Pulaski County in September of 2012 and Thatcher, who was a family acquaintance at the time, allegedly molested and had sexual relations with a sister of the victim. This reportedly continued until July 2013.

Thatcher was served with a warrant issued by the Pulaski County Prosecutor’s office Wednesday while incarcerated in the LaPorte County Jail. He has been additionally charged with Child Molestation, a Class A felony and Sexual Misconduct with a Minor, a Class B felony. Thatcher will be extradited at a later time to face charges in Pulaski County.

Drug Take Back Event This Saturday

The Indiana State Police is partnering with the U.S. Drug Enforcement Administration in a drug take back event.

You are encouraged to take your unwanted, expired and unused prescription medication to any Indiana State Police Post (except for the Toll Road Post in Bristol, IN) for proper disposal. There will be a designated receptacle for you to drop off your medication and no questions will be asked.

This initiative is an attempt to deter prescription drug abuse and overdoses. Studies show that a majority of abused prescription drugs are obtained by family and friends, including from the home medicine cabinet. Flushing medicines down the toilet or throwing them in the trash pose a serious safety and health hazard.

Take medications to any Indiana State Police Post this Saturday, Oct. 26 from 10 a.m. to 2 p.m. local time. No needles or sharp objects will be collected.

In Starke County, you can always take your unwanted, unused or expired prescription medication to the Knox City Police Department and dispose of it in a secured receptacle. You may also drop off those medications at the Starke County Sheriff’s Department.

10/27/13 North Judson police responded to an animal complaint in the 200 Block of Arlington Avenue.

10/27/13 Police conducted a traffic stop near John Street and Talmer Avenue. Raymundo Garcia was arrested for Driving While Suspended Prior.

10/27/13 A traffic stop was conducted near Main Street and Luken resulting in the arrest of Ryan H. Bradley, 26, of North Judson.

10/26/13 Officers responded to a minor property damage accident near Lane and Main Streets. Damage was under $1,000.

10/24/13 An animal complaint at R & R Horse Therapy was investigated.

10/24/13 Police took a property damage accident report at the intersection of State Road 10 and County Road 600 West. The driver of the vehicle struck a deer. North Judson Police Officer Frank McDaniel estimated the damage as over $1000.

10/23/13 A resident reported that entry was made into the Little League Concession Stand. North Judson Police Chief Doug Vessely responded and completed a report.

10/23/13 North Judson Police assisted the Indiana State Police on a traffic stop in the area of Hancock and Laurel Streets with an intoxicated driver.

10/22/13 Police responded to a report of an unwanted guest in the 600 block of West Talmer Avenue. After a brief investigation, Faith Thompson, 56, of North Judson, was arrested for possession of marijuana. Thompson was transported to the Starke County Jail without incident.

10/21/13 A North Judson Park Board member reported to police that there was some vandalism done at Norwayne Field.

10/21/13 A resident in the 100 block of Silver street reported to North Judson Police that there was a prowler in the area.

10/21/13 North Judson Police assisted the Indiana State Police serving a warrant in the 5900 block of South U Road East.

10/19/13 The North Judson Police Department assisted the Pulaski County Sheriff’s Department in the 300 block of Dahlke Street.

10/19/13 A resident in the 200 block of Maryland Street reported to police that his vehicle was egged.

10/19/13 – A resident in the 300 block of Arlington Avenue called about a loud noise complaint.

10/18/13 An abandoned vehicle with front axle damage was found in the area just south of State Road 10 on County Road 250 West. North Judson Police responded and no one was around the vehicle. The vehicle was impounded.

10/18/13 A woman called North Judson Police from Lake County to report a protection order violation. She stated she has a valid order and the caller stated she was calling somewhere from the North Judson area but would not state where.

10/18/13 North Judson Police responded to a traffic complaint in reference to a vehicle passing a school bus with the stop arm activated on Talmer Avenue near Hubeny Street. The driver was located. Police remind all drivers that you must stop from either direction when approaching a school bus with the stop arm out and/or the front gate opened, under Indiana State Law.

10/18/13 A report of a loose dog was made in the area of Wilson and Weninger Streets in North Judson resulted with police impounding a younger beagle dog at the Starke County Humane Society. A white collar was on the dog, however no tags were located.

10/16/13 Police responded to the high school in reference to a threatening note written on a bathroom wall.

10/15/13 A blue F150 Ford Pickup ran off the roadway in the 700 block of Main Street. North Judson police found that the truck struck a stone and damaged some grass.

Incidents:
10/31/13 North Judson Police transported two loose dogs from the vicinity of Sycamore and Railroad Streets to the Starke County Humane Society.

10/31/13 During trick-or-treat activities, a resident reported to officers that he and his young son were struck by a pickup truck in the 200 Block of High Street. No injuries were reported and they were just brushed by the truck that had crossed the center of the road. Anyone with information about this incident is asked to contact North Judson police at (574) 772-5914.

10/30/13 Police responded to a report of a delivery truck that had struck a dumpster behind the North Judson-San Pierre High School.

10/30/13 Copper wires were reportedly stolen from an empty home in the 400 block of Blackberry Street. This incident remains under investigation.

10/30/13 – During a traffic stop, a passenger fled on foot from the vehicle. After a short foot pursuit, the female was apprehended. Jessica Sturgell, 35, was arrested for Resisting Law Enforcement and she had a warrant for her arrest in Pulaski County. The driver, Brian Aasand, of Winamac, was issued a traffic citation.

10/29/13 A property damage accident occurred in the parking lot at Good to Go in North Judson. Police Chief Doug Vessely investigated the accident and estimated damages at over $2,000. A vehicle backed up to change gas lanes and backed into a parked vehicle.

10/29/13 Police responded to a subject needing assistance in the 300 Block of Lane Street.

10/29/13 A resident reported that his vehicle was stolen from a residence in the 500 block of High Street. He had left the vehicle there for repairs. The vehicle was recovered the next morning and the incident remains under investigation.

10/28/13 Officers investigated a simple battery incident in the 400 block of Keller Avenue. No injuries were reported and neither party requested charges be filed.

New Starke County Jail Groundbreaking Ceremony Today

After years of planning and development, the time has finally come for the groundbreaking ceremony for the Starke County Sheriffs Department and Detention Center. The county commissioners announced that the groundbreaking will be held today from 10 to 11 a.m. and is open to the public. The ceremony will be held at the 24-acre construction site at the corner of State Road 8 and County Road 550 East in Knox. The proposed 146-bed facility will replace the 63-bed facility currently in use, a necessity according to Sheriff Oscar Cowen. He said the county is currently housing between 15 and 20 prisoners per day in other facilities and officials are desperate to get the facility finished. The quest to build a new jail began in 2011 when a federal lawsuit was filed citing the overcrowding conditions at the current jail. The commissioners and the sheriff then toured six different jail facilities throughout the state with similar population and needs as Starke County. A bid process landed DLZ Indiana and the Skillman Corporation as the architects and project management for the effort. Public meetings were then held throughout the county and a jail committee was formed, with individuals from different areas of the project attending a week-long intensive workshop detailing the process and the mandated federal requirements necessary to build the new detention center. The project will be completed in two stages, according to the project timeline: the sheriff’s department will be completed by May 2014 and the detention pods and the 911 Center will be completed by April 2015.

Four Good Samaritans Assist Starke County Officer at Accident Site

With the help of good Samaritans, a woman was saved from a vehicle that flipped over in a water-filled ditch Tuesday morning.

A deputy from the Starke County Sheriff’s Department came upon the vehicle on State Road 8 just east of State Road 39. The vehicle was upside down in a deep ditch filled with water.

The officer got out of his vehicle and could hear a woman screaming from inside the vehicle. Four drivers stopped to help the officer. The officer and Brian Busse jumped into the ice cold water to attempt to get the woman out of the vehicle. The officer tried both doors but neither would open. Busse was able to get to the back window and broke it out. He was then able to get inside the vehicle.

The driver was stuck in her seat by the seat belt. Justin Sowles, who also stopped to assist the officer, handed the woman a knife and she was able to free herself from her seat belt. Busse was able to help her get out of the car. Sowles, Ben Perish and Mike Canada helped pull her to safety.

The driver was transported to IU Health Starke Hospital where she was treated for minor injuries and later released.

The Starke County Sheriff’s Department extends their gratitude to Brian Busse, Justin Sowles, Ben Perish and Mike Canada for their swift actions in assisting the officer and getting the driver to safety.

11/16/13 A woman advised that her father’s girlfriend hit her dad over the head with frozen meat, he is on the floor still and bleeding, but conscious. Winamac EMS was called to the location. A suspect was arrested in the incident.

11/15/13 Winamac Police were advised that someone had cut off the locks on 20 storage units. The caller advised that it was unknown if anything was missing out of the storage units.

11/15/13 A woman reported a domestic battery incident to police.

11/15/13 A woman advised she was in Jasper County and just hit a deer. She was transferred to Jasper County Hospital.

11/14/13 Police, EMS and the SWAT team were called to a residence in Medaryville to seek a man who had skipped out on work release and did not report back to the Pulaski County Jail. After a stand off with police, the suspect, 48-year-old James Anthony Miller, was arrested along with 37-year-old Steven Ezekiel Richie and 43-year-old Tanya Fitch. They all face various charges.

11/16/13 North Judson Police investigated a call about juveniles attempting to gain entry into parked vehicles in the 200 Block of George Street. The suspects were gone upon arrival, however the area will have extra patrols. No items were missing or damages reported, thanks to a concerned citizen reporting the incident.

11/16/13 A minor property damage accident was investigated in the Good to Go parking Lot. A truck pulling out of a parking space struck a parked vehicle. North Judson Officer Frank McDaniel investigated the incident and estimated damages at over $1000. The driver of the pickup truck, Stephen Allen, 31, of North Judson, was arrested for driving while suspended.

11/15/13 Police received a report of a written prescription being lost in the area of the Burger King parking lot.

11/14/13 Police investigated a report of a protective order violation in the 200 Block of Arlington St. A complete report was sent to the Starke County Prosecutor’s Office requesting charges.

11/14/13 North Judson Deputy Police Chief Joe Budner responded to the CVS store after learning of a theft from the business. After a brief investigation, police arrested Tim Borman, 23, of Monterey, for Theft.

11/12/13 As a result of an early snow event and a slick roadway, North Judson Police covered a minor injury accident near 700 west and State Road 10. The female driver was transported to Porter Hospital and released. North Judson Police Chief Doug Vessely investigated the incident and estimated damages at over $3,000.

11/12/13 Report of a mentally unstable and unwanted subject in the 100 Block of Main Street was called into North Judson police. Officers responded and after a second call Donna Campbell, 35, of North Judson, was arrested for Battery on Law Enforcement. She was transported to the Starke County Jail.

11/11/13 An employee from Dollar General reported a possible shoplifter and when police arrived the suspect has already fled the area.

11/30/13 North Judson police responded to a criminal damage and trespassing complaint in the 100 block of Collins Street. The resident requested extra patrols.

11/26/13 North Judson police officer Nick Vanni responded to a property damage accident in the area of Central Avenue and Lane Street. A vehicle traveling west on Central Avenue side-swiped another vehicle causing minor damage.

11/19/13 A resident in the 200 block of West Weninger Street reported that she was battered by a male family member. The suspect left prior to the officer’s arrival. A report was turned over to the Starke County Prosecutor’s Office for charges to be filed.

11/18/13 A resident in the 500 block of Laurel Street reported to police that she was having problems with her juvenile daughter. The incident was resolved.

11/20/13 Evelyn L. Schab, 50, 6835 S. State Road 39 of North Judson, IN, was arrested on a preliminary charge of Operating a Vehicle While Intoxicated.

12/01/13 A woman was transported to her residence after she hit a deer in a company vehicle that needed to be towed.

11/30/13 Winamac firefighters were called to an incident where the residents were burning garbage and the fire got out of hand.

11/30/13 A man told police that a truck was driving slowly back and forth in front of his residence. The truck was also seen driving through a field and the caller also heard a gun shot.

11/29/13 Francesville EMS was called to a car in a ditch. The Samaritan Helicopter was requested on site. The subject was airlifted to Ft Wayne.

11/29/13 A woman called police to report property damage to her house and car. The back window and bedroom window of her house had holes in them. Her car door window was shattered and her windshield was broken. Police found two golf ball-sized rocks that are believed to have been used to cause the damage.

11/29/13 A man reported to police that his truck received a hole in the windshield while it was parked in front of his residence.

11/29/13 Police asked a man to stop burning leaves after learning that the smoke was irritating his neighbor who suffers with asthma. The man was cooperative and agreed to put out the fire and advised that he would not do it anymore.

11/29/13 A caller reported to the police that they discovered six locks cut off of storage units some time during the night.

11/27/13 The Star City firefighters were called out to a garage fire. The owner’s vehicles were reportedly still inside the garage.

11/26/13 A man hit a pole after running off the road. No injuries were reported but Francesville EMS were still called out for safety.

11/27/13 – A resident of the 4900 block of North Ohio Street reported a vehicle doing donuts and sounding his horn.

11/27/13 – A caller from the 8900 block of South Beech Street in Monterey reported people were shooting at deer from their vehicle.

11/27/13 – An employee of Economy Auto Sales in Knox told police that a male subject had test driven a car and had it for more than three and a half hours, driving to Plymouth before leaving the vehicle in Knox and telling an employee they could pick it up there.

11/27/13 – A resident of the 300 block of Jefferson Street in Plymouth reported a theft that occurred in Starke County.

11/29/13 – A resident of the 3000 block of South County Road 210 in Knox reported someone had broken into his residence and stolen a TV and firearms.

11/29/13 – A resident of the 10400 block of East 300 North in Grovertown told police that someone has been stealing firewood.

11/30/13 – A residence was reportedly broken into in the 1100 block of West State Road 10 in North Judson.

11/30/13 – A caller told police that six juveniles were vandalizing the bridge over the “bogus ditch on the walk trail.”

11/30/13 – A caller with Child Protective Services told police she was on her way to an address in the 100 block of North 1200 East in Knox for a report of sexual abuse of a minor.

12/01/13 – Gary Laffoon of Walkerton told police that someone had taken his debit card, presciption medication and truck.

11/25/13 – Rodney J. Cooper, 42 of Walkerton, was arrested following a warrant check in the 800 block of Tecumseh Road in Koontz Lake.

11/27/13 – Kyle Matthew Corn, 22 of Monterey, was arrested following a traffic stop in the 4200 block of South 550 East in Knox.

11/28/13 – Billy W. Montgomery, 55 of Knox, was arrested on charges of Operating a Vehicle While Intoxicated following a traffic stop at U.S. 35 and State Road 10 in Knox.

11/29/13 – Kirk Christopher Beaver, 45 of Walkerton, was arrested on charges of Disorderly Conduct and Resisting Law Enforcement.

Bope Announces Intention to File as Candidate for Sheriff

Another candidate has announced his intention to seek his party’s nomination as Starke County Sheriff.

Bill Bope intends to throw his hat into the ring for Starke County Sheriff on the Republican ticket. He lives near the Bass Lake area.

Bope joins other candidates that have notified WKVI News of their intention to run for the office in the May Primary Election. Brack Rowe recently announced his candidacy as well as Bill Dulin, Harold Smith and Greg Wireman.

The official candidate filing day isn’t until Jan. 8, 2014 and several offices will be up for election next year.

Current Sheriff Oscar Cowen is term limited and will complete his second term in the office on Dec. 31, 2014.

First Responders Rescue Motorist from Submerged Vehicle

The female driver of a vehicle involved in a rollover wreck last night at the intersection of State Roads 8 and 39 was taken to IU Health Starke Hospital for treatment. Dispatchers at the Starke County Sheriff’s Department received a 911 call around 9:30 last night. The caller advised the vehicle had rolled over and was submerged in a ditch. Officers from the Starke County Sheriff’s Office and Knox City Police Department were able to pull her from the vehicle. She was taken by ambulance to the hospital. The crash is still under investigation, and the woman’s name has not been released. There’s also no word yet on her condition. Members of the Knox Fire Department and Starke County Medics also responded.
